If I already have an account am I supposed to sign up for a NEW account and that one will end up being the name I choose at the end of the URL? Or, is there somewhere I'm supposed to go since I have an existing account and ask for the new URL deal to make this change for me?

There is no need to create a NEW facebook account. Your facebook account should give you a one-time option to select a permanent name for your account. For example, mine is facebook.com/Clay.Loges When this custom URL option was introduced June 13, it was automatically offered to facebook users who'd established accounts by a date earlier this spring. If you created your facebook account in the past few months, you may not yet have the option to create your custom URL. But it will be offered shortly to you.

This is to discourage people from squatting on brand names…for later resale.
